Lawyer: Crittenton to surrender on murder warrant

ATLANTA (AP) ? Former NBA player Javaris Crittenton, who was suspended from the league for having guns in a locker room with teammate Gilbert Arenas, plans to surrender to face a murder charge in a deadly Atlanta shooting, an attorney said Monday.

Crittenton will fly from Los Angeles to Atlanta and should arrive early Tuesday, said lawyer Brian Steel.

"He offered to turn himself in," Steel told The Associated Press. "He's not guilty. We look forward to getting it to the courts."

The Atlanta Journal-Constitution first reported that Crittenton planned to surrender in Atlanta.

Police earlier obtained a murder warrant for Crittenton in the Aug. 19 shooting of 22-year-old Jullian Jones, a mother of four young children. Police say Jones was walking with two men when she was shot and they believe one of the men with her was the target.

Police spokesman Carlos Campos on Friday said the motive appears to be retaliation for a robbery in April, in which Crittenton was a victim.

When asked about Steel's statement that Crittenton planned to surrender, Atlanta police didn't confirm it.

"Mr. Crittenton is wanted for murder," Sgt. Curtis Davenport said late Monday. "We will be pleased when he is taken into our custody in a peaceful manner."

When he was with the Washington Wizards in December 2009, Crittenton and Arenas had a dispute over a card game on a team flight. Two days later, Arenas brought four guns to the locker room and set them in front of Crittenton's locker with a sign telling him to "PICK 1." Crittenton then took out his own gun.

Crittenton pleaded guilty in January 2010 to a misdemeanor gun charge and received a year of unsupervised probation. Arenas entered his guilty plea on Jan. 15. He served a short time in a halfway house.

Steel said he was retained by Crittenton's family on Monday morning, and was in contact with Fulton County District Attorney Paul Howard and the FBI Fugitive Task Force to make arrangements for the former player's arrest.

"They asked that he come to Atlanta, and we said 'no problem,'" Steel said.

Crittenton is on the roster of the NBA developmental league's Dakota Wizards.

Al-Qaida's No. 2 reported killed by US in Pakistan

WASHINGTON (AP) ? U.S. and Pakistani officials said Saturday that al-Qaida's second-in-command, Atiyah Abd al-Rahman, has been killed in Pakistan, delivering another big blow to a terrorist group that the U.S. believes to be on the verge of defeat.

Al-Rahman was killed Monday in the lawless Pakistani tribal region of Waziristan, according to a senior administration official who insisted on anonymity to discuss intelligence issues.

A Pakistani intelligence official said al-Rahman died in a U.S. missile strike in Machi Khel village in North Waziristan on Monday.

Since Navy SEALs stormed Osama bin Laden's compound and killed him in May, the Obama administration has been unusually frank in its assessment that al-Qaida is on the ropes, its leadership in disarray. Defense Secretary Leon Panetta said last month that al-Qaida's defeat was within reach if the U.S. could mount a string of successful attacks.

"Now is the moment, following what happened with bin Laden, to put maximum pressure on them," Panetta said, "because I do believe that if we continue this effort we can really cripple al-Qaida as a major threat."

A Libyan national, al-Rahman never had the worldwide name recognition of bin Laden or bin Laden's successor, Ayman al-Zawahiri. But al-Rahman was regarded as an instrumental figure in the terrorist organization, trusted by bin Laden to oversee al-Qaida's daily operations.

When the SEALs raided bin Laden's compound, they found evidence of al-Rahman's deep involvement in running al-Qaida.

Senior al-Qaida figures have been killed before, only to be replaced. But the Obama administration's tenor reflects a cautious optimism that victory in the decade-long fight against al-Qaida could be at hand.

"It does hold the prospect of a strategic defeat, if you will, a strategic dismantling, of al-Qaida," incoming CIA Director David Petraeus said in July.

Since bin Laden's death, counterterrorism officials have hoped to capitalize on al-Qaida's unsettled leadership. The more uncertain the structure, the harder it is for al-Qaida to operate covertly and plan attacks.

Al-Zawahiri is running the group but is considered a divisive figure who lacks the founder's charisma and ability to galvanize al-Qaida's disparate franchises.

A U.S. official, who spoke on condition of anonymity to summarize the government's intelligence on al-Rahman, said al-Rahman's death will make it harder for Zawahiri to oversee what is considered an increasingly weakened organization.

"Zawahiri needed Atiyah's experience and connections to help manage al-Qaida," the official said.

The U.S. official would not say how al-Rahman was killed. The Pakistani official did not say how the country's main intelligence agency, the ISI, knew that al-Rahman was dead. This official did not give his name in keeping with agency rules.

Intelligence officials had said at the time that four people were killed in the attack.

A CIA drone strike was reported that day in Waziristan. Such strikes by unmanned aircraft are Washington's weapon of choice for killing terrorists in the mountainous, hard-to-reach area along the Pakistan-Afghanistan border.

Al-Rahman has been thought to be dead before. Last year, there were reports that al-Rahman was killed in a drone strike; neither U.S. officials nor al-Qaida ever confirmed them. The officials who confirmed the death Saturday said it represented the consensus opinion of the U.S. government.

Born in Libya, al-Rahman joined bin Laden as a teenager in Afghanistan to fight the Soviet Union.

He once served as bin Laden's personal emissary to Iran. Al-Rahman was allowed to move freely in and out of Iran as part of that arrangement and has been operating out of Waziristan for some time, officials have said.

Atomic clock with the world's best long-term accuracy is revealed after evaluation

ScienceDaily (Aug. 27, 2011) ? A caesium fountain clock that keeps the United Kingdom's atomic time is now the most accurate long-term timekeeper in the world, according to a new evaluation of the clock that will be published in the October 2011 issue of the international scientific journal Metrologia by a team of physicists at the National Physical Laboratory (NPL) in the United Kingdom and Penn State University in the United States.

The clock is one of an elite group of caesium fountain clocks that have been built by the timing labs in Europe, the United States, and Japan as their national "primary frequency standard" for the measurement of time. These national standards are averaged to produce International Atomic Time and Universal Coordinated Time, which are used as time scales worldwide for such critical processes as global communications, satellite navigation and surveying, and time stamping for the computerized transactions of financial and stock markets. The methods used to improve the U.K. clock also can be used to evaluate the caesium fountain clocks of other countries, substantially improving the world's most accurate methods of keeping time.

"The improvements that we report in our paper have reduced significantly the caesium fountain clock's two largest sources of measurement uncertainties -- Doppler shifts and the microwave-lensing frequency shift," said NPL Project Leader Krzysztof Szymaniec. Other authors of the paper are Ruoxin Li and Professor of Physics Kurt Gibble at Penn State. The physicists evaluated the recently upgraded caesium fountain clock with physical measurements at NPL and mathematical models developed at Penn State.

"Kurt Gibble, at Penn State, made major contributions to the field of primary frequency standards by developing models for the systematic effects within caesium fountain clocks," Szymaniec said. "The uncertainties of those effects, now reduced several fold with the new models and numerical calculations provided by Gibble's group, have been verified at the National Physical Laboratory and also by the fountain clock group in Paris. Together with other improvements of the caesium fountain, these models and numerical calculations have improved the accuracy of the UK's caesium fountain clock , NPL-CsF2, by reducing the uncertainty to 2.3 ? 10-16 -- the lowest value for any primary national standard so far."

Scientists estimate the accuracy of a caesium fountain clock by evaluating the uncertainties of all the physical effects known to cause frequency shifts in the clock's operation, including atomic interactions with external fields, collisions between atoms, and the construction of the atomic clock's subsystems, such as its microwave cavity. The two largest sources of these measurement uncertainties are frequency shifts caused by the Doppler effect and microwave-lensing. "One of the improvements that our model contributed is an improved understanding of the extremely small Doppler shifts that occur in caesium fountain clocks," Gibble said. While the acoustic Doppler shift of a car horn is well known in everyday lift, he explained that Doppler shifts for light are too small for people to notice. "If you are walking down the sidewalk while looking at a red traffic light, your eyes cannot perceive the small Doppler shifts resulting from your movement that shift the light toward the blue end of the spectrum," Gibble said. "This change in color is just 1/100 millionth of the difference between red and blue. In the NPL-CSF2 clock, our model now shows that these Doppler shifts are even 100 million times smaller than that."

The other major source of measurement uncertainties -- microwave lensing -- results from the forces that microwaves in the clock exert on the atoms used to measure the length of a second. "An international agreement on the definition of the second is of fundamental importance in timekeeping," Szymaniec said. He explained that the length of a second, by international agreement, is the "transition frequency between two ground-state sublevels of a caesium 133 atom." To measure this frequency, caesium fountain clocks probe laser-cooled caesium atoms twice as they travel through the clock's microwave cavity -- once on their way up and again on their way down. To achieve an accurate assessment of the clock's frequency, the physicists had to include in their models an understanding of how microwaves push on the quantum-mechanical atoms. As a result, Gibble said, "We now know that the NPL clock is so precise that it has to be considered as an atom interferometer."

"The first atomic clock was demonstrated at NPL and we have lead research into providing ever more accurate time keeping," Szymaniec said. "Combining our own measurement expertise with that of our colleagues at Penn State, we have shown that timekeeping at NPL continues to be some of the most advanced in the world."

This research was supported by the National Science Foundation and Penn State University in the United States, and by the National Measurement Office in the United Kingdom.

AP-GfK Poll: 87% in US disapprove of Congress (AP)

WASHINGTON ? Americans are plenty angry at Congress in the aftermath of the debt crisis and Republicans could pay the greatest price, a new Associated Press-GfK poll suggests.

The poll finds the tea party has lost support, Republican House Speaker John Boehner is increasingly unpopular and people are warming to the idea of not just cutting spending but also raising taxes ? anathema to the GOP ? just as both parties prepare for another struggle with deficit reduction.

To be sure, there is plenty of discontent to go around. The poll finds more people are down on their own member of Congress, not just the institution, an unusual finding in surveys and one bound to make incumbents particularly nervous. In interviews, some people said the debt standoff itself, which caused a crisis of confidence to ripple through world markets, made them wonder whether lawmakers are able to govern at all.

"I guess I long for the day back in the `70s and `80s when we could disagree but we could get a compromise worked out," said Republican Scott MacGregor, 45, a Windsor, Conn., police detective. "I don't think there's any compromise anymore."

The results point to a chilly autumn in Washington as the divided Congress returns to the same fiscal issues that almost halted other legislative business and are certain to influence the struggle for power in the 2012 elections. They suggest that politicians, regardless of party, have little to gain by prolonging the nation's most consequential policy debate. And they highlight the gap between the wider public's wishes now and the tea party's cut-it-or-shut-it philosophy that helped propel Republicans into the House majority last year.

The survey, conducted Aug. 18-22, found that approval of Congress has dropped to its lowest level in AP-GfK polling ? 12 percent. That's down from 21 percent in June, before the debt deal reached fever pitch.

The results indicate, too, that the question of trust remains up for grabs ? a sign that the government's stewardship of the economy over the next year will weigh heavily on the fortunes of both parties in the elections. Republicans and Democrats statistically tied, 40 percent to 43 percent respectively, when respondents were asked which party they trust more to handle the federal budget deficit. Nearly a third of independents said they trust neither party on the issue.

Much about the next election hinges on independent voters, the ever-growing group fiercely wooed by campaigns for years. These respondents, the poll found, were the least forgiving toward incumbents and shifted substantially toward the need to raise taxes as part of the deficit and debt solution.

Among them, 65 percent say they want their own House representative tossed out in 2012, compared with 53 percent of respondents generally.

This group, too, is helping fuel the shift toward raising taxes as a way to balance the budget. The poll found that among independents, 37 percent now say that increasing taxes should be the focus of the fiscal dealmakers, over cutting government services. That's up nine points from March, the poll found.

The backlash was personal, too. Boehner, the congressional veteran from Ohio who struggled to win enough members of his own party to pass the debt deal, won approval from 29 percent of the poll's respondents. That's the lowest such level of his tenure and also the first time his rating is more negative than positive. Forty-seven percent of Republican respondents said they approve of Boehner; only a fifth of independents have a favorable opinion of him.

The tea party, too, took a hit, according to the poll. Unfavorable views of the tea party have climbed 10 percentage points since November, when they fueled the Republican resurgence. Of those, 32 percent have a deeply unfavorable impression of the movement and just a quarter of respondents say they consider themselves supporters of the tea party ? the lowest in AP-GfK polling and a dip of 8 percentage points since June.

Overall, 87 percent disapproved of Congress' performance. Entrenched partisanship explained some of the discontent.

"They're so committed to their personal ways, and party's way, that they are having a hard time finding a middle road," Republican Frank Chase, 77, a military retiree from Hopkinton, Mass., said of both sides.

Democrat Laurie Lewis, a Rutgers University professor from Flemington, N.J., agreed with that much. "Elect those who are willing to make compromise on both sides of the hall," she said. Still, "I don't think it's smart to say throw out everyone."

On budget and debt policy, the poll finds a public warming to the idea of using tax increases to help solve the fiscal crisis, a potential boon to President Barack Obama and the congressional Democrats who want to end Bush-era tax breaks for the nation's wealthiest Americans. Republicans bristle at anything called a tax increase, though some acknowledge that more revenue must be raised.

It's perhaps the most difficult issue of the debate and carries tremendous influence over the nations' economic future and the political fortunes of the candidates next year, when the presidency and the House and Senate majorities are at stake. The problem now rests on the shoulders of a dozen House and Senate members named to a supercommittee that will spend the fall digging into the morass that the broader Congress couldn't solve.

Asked which should be the main focus of lawmakers trying to solve that problem, raising taxes or cutting government services, 53 percent of respondents said cutting services and 34 percent said increasing taxes. That's a shift toward raising taxes since March, when 29 percent said increasing taxes and 62 percent said cutting services.

Since then, more Democrats and independents have shifted toward taxes as a means of balancing the budget, while Republican views on the question have not moved, according to the poll. Half of Democrats polled said raising taxes should be the focus over cutting services, up 10 percentage points from March. Independents showed a clear preference for cutting services over raising taxes in March, 64 percent to 28 percent. Now, only 42 percent of independents say focus on cutting services while 37 percent say increase taxes, according to the poll.

Overall, 57 percent of respondents believe both that that taxes will rise and government services will be cut in order to balance the federal budget.

The poll was conducted by GfK Roper Public Affairs and Corporate Communications. It involved landline and cell phone interviews with 1,000 adults nationwide and has a margin of sampling error of plus or minus 4.1 percentage points.
