Preston Tucker's 1948 car an incredible pacesetter - The News Herald

A story about Preston Tucker?s struggles ran in the Pittsburgh Press on June 12, 1949. It was reprinted as part of a story on Tucker and his Tucker 48 in the March edition of Hemmings Classic Car magazine.

Even in cruise-crazed collectors? panoramas, one automobile continues to draw admirers for its ingenuity: Preston Tucker?s revolutionary 1948 Tucker Torpedo.

Still fascinating 60-plus years after its introduction, the advanced vehicle reflected the genius of the man himself, a Prohibition-era motorcycle cop in his early days in Lincoln Park.

Even automotive wizards of that era stood in awe of Tucker?s innovations: seat belts, a pop-out windshield, a padded dashboard, reinforced frames, a cyclops headlight and a powerful engine and drivetrain. Almost all of them have since been incorporated into vehicles.

Tucker himself was an extraordinary man. A Lincoln Park High School graduate, he had no college education, no formal training except classes at Detroit?s Cass Technical High School, and tinkering on cars while working at Cadillac, Chrysler, Studebaker and Ford.

Not all of his patents were automotive related. He built Indianapolis 500 racers at one time, and also designed and built a gun turret used on World War II aircraft.

Born in Capac in Michigan?s Thumb region, Tucker moved with his family to a Warwick Street home in Lincoln Park, long ago demolished and now the site of a parking lot.

He always considered Lincoln Park his home, and was active in civic events. He worked as a motorcycle policeman during the Prohibition era and even entered politics as an unsuccessful mayoral candidate in 1935. Tucker died at age 53 in Brazil, where he was forming an auto manufacturing company. His body was returned home for burial at Michigan Memorial Park in Huron Township.

Besides its molded lines and sleek appearance, the ?48 Tucker Torpedo sported a third headlight that rotated in any steering direction to illuminate the path of a turn. This ?cyclops eye? was featured in ?Tucker: The Man and His Dream,? a movie by a former Detroiter, Francis Ford Coppola.

The directional headlight was copied from Tucker?s stint as a Lincoln Park motorcycle cop with Floyd Crichton, later to become police chief. Prohibition was an unpopular law of the Roaring ?20s, and plenty of Canadian whiskey was being smuggled from Detroit River hideouts north up Southfield Road through Ecorse and Lincoln Park.

The duty of Crichton and Tucker, swift on their Indian Zundapp motorcycles (forerunner of Harley-Davidsons), was to pursue and chase the bootleggers out of town. That?s when a headlight turning with the motorcycle?s handlebars became an idea for a feature of the ?48 Tucker Torpedo. Continued...

Tucker was not timid in power for his automobile. He used a helicopter engine rated over 100 mph at 2,000 rpms, and a zero-to-60 mph time of 10 seconds. At least one Tucker had 200,000 odometer miles before needing major repair.

Unlike other cars of its era, the Tucker featured several safety measures. A unibody was welded to an automotive frame to eliminate body rattles and provide a safety cage. Bumpers were mounted on springs to absorb shock. The steering wheel was a breakaway design so it wouldn?t ?spear? the driver in a crash.

The 1948 Tucker Torpedo is not likely to be seen in the cruises that attract hordes of viewers. Of the 51 made, 47 survive, with only three in Tucker?s home state.

Tax havens help rich hide $21 trillion, study shows

Thanks to lax international tax rules the world?s super rich have siphoned at least $21 trillion -- more than 50 percent larger?than the entire U.S. economy -- into secretive tax-free havens, according to a study by UK campaign group Tax Justice Network.

The report by James Henry, a former chief economist at international consultancy McKinsey & Co., shows how with the help of private banks the money has flowed into countries such as Switzerland and the Cayman Islands.

?We?re basically talking about a black hole in the world economy,? Henry told NBCNews.com. ?


The figure of $21 trillion in off-shore funds is conservative and the true sum could be as high as $32 trillion, Henry said.

According to the study, the world?s top 50 private banks managed more than $12.3 trillion in 2010 in off-shore financial assets, up from $7.5 trillion five years earlier.

In 2010, the world?s top 10 financial institutions -- which today include the U.S.?s Goldman Sachs and JPMorganChase, as well as Switzerland?s UBS and Credit Suisse -- ?controlled about half of this amount. At least seven of these top 10 institutions received huge bailouts in the wake of the financial crisis, Henry said.?

?This isn?t a bunch of shady third-world banks -- these are some of the premier institutions in the world,? Henry said. ?JP Morgan, Citibank, Barclays, UBS -- the top 10 to 20 banks these are some of the ones who received most of the financial bailout, who were involved in the mortgage fiasco, the Libor rates scandal.?

?Now we find out that they have been spending a lot of time helping very wealthy people avoid taxes,? he added.

Indeed, the report comes at a troubling time for a banking industry reeling from a multi-country probe into the manipulation of global benchmark rates. Last month,?British bank Barclays agreed to pay a $453 million fine to settle a U.S.-British probe into the rigging of the interest rate known as the London interbank offered rate, or Libor, that affects debt from student loans?to mortgages.

That follows years of international turbulence and huge bailouts sparked by the subprime lending crisis in the United States.

While many of the tax-avoiding rich hail from developed countries in Europe and North America, the newly wealthy in developing countries, such as China and India, have siphoned off enough in the last 40 years to pay off their countries' respective debts, Henry said.

Growing anger at tax evasion
The report -- based on information from the Bank of International Settlements, International Monetary Fund, World Bank, and national governments -- comes amid growing international concern and anger about tax evasion. It is especially poignant as many countries are struggling under harsh austerity programs to reduce their debt burdens.

The issue jumped into the headlines earlier in July when a United States Senate report said that a "pervasively polluted" culture at global bank HSBC -- also named in the study -- helped clients move shadowy funds from the world's most dangerous and secretive corners, including Mexico, Iran, Saudi Arabia and Syria.

The failings and lax controls inside HSBC included an inability to properly monitor $15 billion in bulk cash transactions between mid-2006 and mid-2009, inadequate staffing and high turnover in the bank's compliance units, the Senate report said.

British tax expert John Whiting said he was skeptical that the amount being squirreled away by the very rich was quite large as the study claimed.

?As much as anything -- I have no alternative evidence -- the figures just seem so large,? said Whiting, who is tax policy director at the Chartered Institution of Taxation.

But whatever the exact figures, he said the issues raised in the report are real and deserve to be addressed.

?I?m not denying that this is a problem, it?s just the size of it,? he added. ?What is happening with all this money??

So while experts may disagree on the exact numbers, the study sheds light not only on how the murky world of off-shore tax havens, and the growing disparity between the super-rich and everybody else.

This sort of disparity can create popular resentment and eventually unrest, according to Paul De Grauwe, a prominent economist and professor at the London School of Economics.

?Fairness is essential to provide the glue to any system,? he told NBC News.com.? ?It is important to take out these excesses ? people will always try to evade taxes (but) when this has taken on proportions that we?ve seen today you can get violent reactions.?

In other words, while evasion and other similar schemes have likely been employed since governments first began levying taxes, the practices exposed in Henry?s report are likely to spark popular resentment given the austerity and crisis that many countries around the world are enduring.

?On one hand people are asked to cut their wages and live in poverty because banks have to be saved,? De Grauwe said. ??And these same banks use all sorts of tech to help superrich to evade taxes.??

Blatter defends role in FIFA kickbacks scandal

GENEVA (AP) -FIFA President Sepp Blatter defended his role in a World Cup kickbacks scandal on Thursday, after his former boss Joao Havelange was formally identified for taking millions of dollars in payments from marketing deals.

FIFA published a Swiss prosecutor's report on Wednesday confirming that Havelange accepted kickbacks in the 1990s during Blatter's 17-year stint serving him as FIFA's top administrator.

Asked if he knew Havelange took kickbacks from disgraced marketing agency ISL, Blatter said "commission" payments were legal in Switzerland in the 1990s.

"I can't have known about an offense that wasn't even one," Blatter said in a question-and-answer sequence conducted by FIFA and published on its website. "Back then, such payments could even be deducted from tax as a business expense. Today, that would be punishable under law.

"You can't judge the past on the basis of today's standards."

Blatter acknowledged he was the senior FIFA figure identified in the dossier as "P1," who "would also have known" that a $1 million payment from ISL to Havelange was mistakenly transferred into a FIFA account.

Questions to Blatter failed to address his role in FIFA's attempts to ensure a criminal probe into possible embezzlement by Havelange and long-time FIFA executive committee member Ricardo Teixeira was dropped.

The report revealed that, in 2010, FIFA paid $2.77 million compensation to settle the ISL case only after insisting that proceedings against the two Brazilian officials were dropped.

Teixeira, the former son-in-law of Havelange, received at least $13 million from ISL between 1992-97.

Payments "attributed" to accounts connected to Havelange and Teixeria totaled almost $22 million from 1992-2000, Swiss prosecutor Thomas Hildbrand wrote.

Teixeira quit this year as head of Brazil's soccer federation and the 2014 World Cup organizing committee. He also gave up his FIFA executive committee seat after 18 years, citing unspecified health and personal reasons.

Havelange, who gave up his 48-year membership of the International Olympic Committee last year to avoid suspension over his involvement with ISL, remains as FIFA's honorary president.

Blatter, who became president in 1998, said he was powerless to remove his mentor, who is now 96. The decision rested with FIFA's 209 member nations.

"I don't have the power to call him to account," Blatter said. "The Congress named him as Honorary President. Only the Congress can decide his future."

IOC President Jacques Rogge said Thursday of the ISL dossier that "definitely we will read it at the level of the IOC."

"We expect an action taken by FIFA itself," Rogge told reporters in a conference call. "We would expect FIFA to have an opinion on that, too, and we'll wait for that opinion, of course."

Shares edge lower after weak China imports

TOKYO (Reuters) - Asian shares eased on Tuesday after Chinese import growth slowed sharply in June, underscoring weakness in domestic demand in the world's second-largest economy and adding to concerns about deteriorating global economic conditions.

China's imports rose 6.3 percent in June from a year ago, less than half the forecast of a 12.7 percent rise, while exports grew 11.3 percent on the year, faster than expectations for a 9.9 percent increase.

Demand for Chinese goods in June was well off the historical pace in part because the U.S. economy has not fully recovered, a senior Chinese customs official said on Tuesday.

MSCI's broadest index of Asia-Pacific shares outside Japan <.miapj0000pus> gave up slight early gains to inch down 0.3 percent, after slumping 1.6 percent on Monday for its biggest daily loss in about a month.

Japan's Nikkei average <.n225> fell 0.1 percent, reversing a rise in the morning as the Chinese data weighed on the market. <.t/>

Hong Kong and Shanghai shares also relinquished early gains, with Shanghai stocks <.ssec> falling 0.3 percent and Hong Kong <.hsi> down 0.2 percent after the Chinese numbers. Both markets suffered their steepest drops in five weeks on Monday, after weaker-than-expected inflation data raised fears of softening consumer demand in China.

"The more worrying sign is the slowdown in imports ... It reinforces worries about the slowdown in the Chinese economy," said Li Wei, an economist at Standard Chartered in Shanghai.

"As long as the country can maintain 5 to 10 percent growth in exports and imports, it will be able to keep a relatively healthy labor market. In the short term, the (stock) market will continue to see some downward pressure," Li said.

The data so far will likely keep risk sentiment firmly in check, with China's second-quarter gross domestic product report due on Friday likely to show the lowest growth in at least three years.

The Chinese trade data pushed Australian shares into negative territory <.axjo>, down 0.4 percent from up 0.2 percent prior to the release, while weighing on the Australian dollar, which eased to around $1.0170 from $1.0203.

China is Australia's single largest market and its currency is typically associated with investor risk appetite.

While the data did little to ease worries about fragile economic conditions around the world, it was not sufficient to decisively tip the risk balance towards a hard landing, said Hirokazu Yuihama, a senior strategist at Daiwa Securities.

"Firm exports suggest external demand, probably mainly in the United States, has emerged from its worst phase and is picking up, partially offsetting weak domestic demand," Yuihama said.

"It's not a bad enough number to heighten the risk of a hard landing and is not likely to prompt much further selling in the markets, which have already priced in concerns over slowing growth," he said.

EUROPE STANDS STILL

The euro, which hit a two-year low of $1.2225 in early Monday Asian trade, was down 0.2 percent at $1.2290.

Europe's three-year debt crisis has dragged down economic activity around the world, ushering in the current deterioration in global growth and undermining investor appetite for risk.

Euro zone ministers agreed early on Tuesday to grant Spain an extra year, until 2014, to reach its deficit reduction targets in exchange for further budget savings, and set the parameters of an aid package for Madrid's ailing banks.

But they remained far from pinning down details of bank rescues and emergency bond-buying that are of imminent concern to markets.

A surprise bare-bones agreement reached in late June to allow euro zone rescue funds to buy sovereign bonds issued by struggling states and to establish a European banking supervisor was aimed at breaking the link between banks and sovereigns.

But disappointment over a lack of swift follow-up action has pushed Spanish 10-year yields back above the 7 percent level, seen as unsustainable, and put upward pressure on yields in Italy and France.

"Markets have now repriced the linkage between the Spanish Sovereign and its banks, leading to jitters," said Sebastian Galy, strategist at Societe General, adding that the euro still has the potential to fall further against the dollar regardless of short covering risk.

Oil fell after the Chinese data, retreating from Monday's rally, with U.S. crude down 1.3 percent at $84.87 a barrel.

Brent plunged 1.7 percent to $98.62 on the Chinese data and on Norway's government ordering a last-minute settlement on Monday in a dispute between striking oil workers and employers to alleviate market fears over a full closure of its oil industry and a steep cut in Europe's supplies.

Like me, you?ve probably amassed a sizeable collection of financial calculators to help you plan your investments, savings, and retirement.

And if?? again like me ? you suffer in silence from scatterbrain syndrome, then those handy little resources will be splattered around your browser like a Jackson Pollock study in bookmarks.

In an attempt to bring order to the chaos and neatly array a damn handy set of investing resources for the Monevator community, I?ve created this handy calculators and tools resource page.

Note: Do not read on if you have not seen Season 3, Episode 5 of ABC Family's "Pretty Little Liars," entitled "That Girl Is Poison."

Everyone's still mourning the end of Haleb -- and Hanna most of all -- but Aria, Spencer and Emily still need to eat ... or so they say. As they take an evening stroll on the scenic sidewalks of Rosewood, they hear a familiar sound: sirens.

A police car and ambulance pull up to Garrett's house and the three-quarters of the Liars see Mrs. Reynolds being rolled out on a stretcher. Aria does the side-eye and she see, as my mom says, "a hoodie watching" with a glowing phone in his/her hand peering at the situation from afar(ish). She tells Emily and Spencer, but by the time they look, A is gone. Why would A want to hurt Garrett's mom, Emily wonders? "Maybe A wanted her out of the house," the super sharp Spencer answers.

The next day, Aria and Ezra are grabbing some baked goods and coffee at (flashback!) Lucky Leons. Aria is treating Ezra to not one, but two sandwiches because she's worried: Je has one lime in his fridge. Ezra doesn't seem to appreciate the gesture and has to go to his interview. But before Aria gets in the car, she sees Lucas, who my mom says is "cra cra" (translation: cray cray), banging on a storefront. He starts screaming, "Please! Just give me back my stuff!" Oof. Bad breakup.

Back at school, where no one is in class of course, Emily see Paige, who exists again. She invites her to go see the Katy Perry movie and Paige is in, but curious as to why Emily is suddenly talking to her again. While Emily makes school excuses, Jenna walks in, sans cane and sans glasses. Emily and Jenna exchange glances. "Oh now she can give dagger eyes," my mom says.

Over at the house of truancy (a.k.a the Marins'), Hanna is hunched over the kitchen island in a grey V-neck. We get it. She's sad. Her mom says she has to go to school and wants her to volunteer at a rummage sale at the church. Well, that should make Hanna feel better. Nevertheless, she obliges and fake-walks out of the house until her mom leaves. "Do they all walk to school," I ask. "Yup--they only drive cars late at night and mostly to the graveyard," my mom says.

Anyway, Hanna's back to the kitchen, texting, sulking and singing the blue-greys.

As for the two Little Liars pseudo-attending Rosewood High ... Emily and Spencer are starring -- or rather, glaring -- at Jenna, wondering what changed in her decision to reveal her sight. Aria texted them to say that she saw Lucas banging on the doors of a photography studio on the same block she and Hanna saw Lucas the night Ali's body went missing. To be honest that doesn't sound like much of a coincidence since there appears to be just one block in Rosewood. Nevertheless, let's continue.

Emily has more important things to worry about -- like calculus -- but Spencer drops a bomb: Garrett's being allowed out of jail to see his mother. Emily's livid, but Spencer thinks A put Garrett's mom in the hospital so he could get out of jail and they could meet up and ... in the middle of Spencer's complicated explanation, Jenna approaches with envelopes.

Spencer presumes it's anthrax, but no such luck. It's an invite to Jenna's "It's My Birthday/I Can See" soiree! Before anyone gets excited, Spencer wants Jenna to cut the shit. She thought they had a deal, but Jenna says she wants to be in control of what happens to her. Apparently, there's a new deal. She's got quite the attitude, and, as my mom notes, "Jenna can work her brows now too."

School's suddenly over and Emily's at work at The Brew (formerly known as the nameless hip Season 3 coffee shop), where Jenna's sitting nearby. Emily's boss asks her to work during Jenna's party and unfortunately, she really has no opportunity to say, "No." Based on his scarf, her boss is a wannabe hipster and based on everything else, he's a giant douchebag.

Emily approaches Jenna, who's sitting at The Brew. "Jenna's new eyes are pretty," my mom says. She is sitting beside a woman wearing an undone button-down shirt, a blazer and a backwards newsboy cap, sort of keeping her messy curls in place. Turns out the woman is a photographer named Laurel who will be capturing Jenna's upcoming party. She's a very, very sad excuse for Rosewood's Annie Leibovitz. As Emily walks away, she overhears that Laurel has just fired her assistant. Apparently, he was developing his own photos and he demanded she return his negatives when she found out. Wait a minute. That sounds a lot like ...

Suddenly, Nate, who apparently didn't hate Hollis all that much, appears. He is furious about Garrett's release. Emily tries to talk him down, but she has coffees to pour and neckerchief-sporting assholes to obey.

Aria is at Spencer's when she gets a text from Ezra. He got an invite to Jenna's "It's My Birthday/I Can See" bash as well. And so did Nate, who Jenna hits on back on The Brew.

Back at Emily's, Paige has come over after work and Emily is trying on her uniform for Jenna's. It's a white button down with a clip-on tie. Paige tries to help her and things start to get tense. As they ironically go searching for a tie that's easier to wear than a clip-on, Paige finds Em's flask from The Night That Shan't Be Remembered. Emily offers it to her and I'm kind of sick of watching Emily struggle in yet another quasi-relationship. My mom disagrees. "I'm really glad they brought back Paige for Emily," she says. "I didn't like her with the swimming thing, but she doesn't bother me as much now." Personally, I'm still mad the actress tried to ruin "10 Things I Hate About You," but whatever.

Hanna shows up to Spencer's in her sweats much to Spencer and Aria's disgust. "Come on! Don't these girls ever wear sweats??? They are way too fancy schmancy--I mean they live in Rosewood," my mom laments. Clearly, she is unaware that Rosewood is the schmanciest town in all the land. Back to Spencer, Aria and Hanna who are discussing what Emily overheard from the photographer. They think Lucas' trying to hide photos of Alison's grave and Aria is determined to get to the bottom of this ... by going to Jenna's party.

"If they don't show Jenna's parents at her 'Now I Can See' birthday party, I'm going to be pissed," my mom says, a frequent complaint of hers.

The next day, Hanna's helping out at church and her mom is flirting with Ted, the volunteer coordinator.

Over at the house that statutory rape built, Ezra thinks they're going to dinner while Aria insists they stop by Jenna's party. Not only does Ezra agree to go to a party with his former students, but he has a gift for Aria on top of it: a vintage camera. They kiss. I vomit. My mom swoons. Moving on.

Spencer's at the hospital watching Garrett's every move while she's on the phone with Emily, replaying said every move. She stares as he picks out some "hideous" and "tacky" flowers and notices that he writes a note, which she assumes holds a cryptic message. As she turns around, she bumps into Officer Wilden, who could really use a cough drop.

Over at Jenna's apparently crazy hat-themed party, Emily and Paige are semi-flirting when Nate walks in. Paige walks away, spiking her drink with whatever remained in Emily's flask while Nate and Emily have an awkward conversation about Jenna.

Ezria awkwardly walk into the party and Jenna sizes them up. Aria ditches Ezra and guns it for Laurel, weaseling her way into the photographer's good graces and trying to find her way back to the studio to grab Garrett's negatives. She heads to the kitchen, where Emily and Paige are now semi-fighting over Nate, and purposefully ruins Laurel's equipment.

Paige is still knocking them back at Jenna's and now she's digging into the cupcakes. "Underage drinking? Maybe Jenna's non existent parents will get arrested," my mom hopes. When Jenna stages an mini-intervention, Emily tries to save face for Paige, who winds up falling over and banging her head, which a) reveals that she is wearing leather pants and b) landing her in the hospital.

Back at the church, Hanna finds a jacket and stuffs it into her bag. Turns out it's the one Emily was wearing The Night That Shan't Be Remembered. Hanna shows up at the hospital, jacket in hand, to meet Emily, who's there with Nate. She sends him (quite bossily) to get them coffee so Emily and Hanna can talk about how the jacket could have gotten to the church. Hanna jets just as Nate returns.

Back at Jenna's party, Ezra calls out Aria for being MIA and says he got a job (news he was hoping to tell her at their dinner reservations they're now extremely late for). As they kiss -- again, I'm ill -- Laurel then finds her ruined memory card and Aria conveniently offers to go to her studio and pick up some more. Of course, at the studio, she finds Lucas' bag and grabs his negatives. As she exits, Lucas appears and stands in her way. He demands she let him in and just as things get scary, Ezra drives up and comes to her rescue, leading Lucas runs away. "He's her knight in shining armor," No. 1 Ezria shipper, my mom, says. "Come on ... don't you like them now?" No. The answer is no.

Spencer shows up a the hospital to meet Emily and shortly after, so does Garrett. Nate goes after him and tries to throw a punch, conveniently creating a diversion and allowing Spencer to sneak up to Garrett's mom's room. After she's in, Spencer heads for the card, which scandalously reads: "Mom- You never gave up on me; I won't give up on you. Love, Garrett."

Bummer. But wait! There appears to be a note under Garrett's mom's hospital bracelet. Spencer tip-toes over to the woman in a coma and grabs the paper, which says: "April Rose has the proof."

On another floor of the hospital, Paige is finally out of the ER and Emily is there to greet her. "I guess Paige has no parents either," my mom says. Paige tells Emily that it wasn't the alcohol that led to her fall -- it was Milizopan, which I don't know how to spell, but I presume is not a real drug because my Google search yielded nothing, unlike Emily's (more on that later). Emily figures out the drug must have been in her flask and caused her to black out on The Night That Shan't Be Remembered too.

Aria is back at Ezra's and starts looking through Lucas' negative canisters while she's on the phone with Emily who's back home, searching online to find out more about MZM. Apparently, it's a heavy sedative for people with sleeping problems and, when mixed with alcohol, it causes ... memory loss. While they try to figure out who effed with Em, Aria's jaw drops and she asks Emily what the pills look like. Why, Emily wonders? "Because I'm holding three of them in my hand," Aria replies. Oh Lucas. You should have just stayed in that lake.

As the credits role, we see A's particularly dainty-looking hands this week rummaging through a purse. The last thing the gloved mitts grab? A pill bottle with a prescription for Maya St. Germain.

Branstad seeks help in winning CNBC?s ?Top States Twitter Battle?

Gov. Terry Branstad wants the Twitterverse to know Iowa is a great place to do business.

In his weekly press conference this morning, Branstad rolled out his office?s effort to raise Iowa?s economic profile through a contest and rankings process sponsored by CNBC, the cable business-news network.

CNBC this week will release rankings measuring each U.S. state?s economic competitiveness based on several dozen metrics and input from industry groups. As part of the ?Top States? rankings process, states were invited to submit a video talking up their economic strengths and to play up those strengths on Twitter, the social media website.

Branstad displayed a 90-second video his office produced for the contest this morning, and implored Iowans to flood Twitter with messages ? all marked with the hashtag #TopStatesIA ? about why Iowa is a great place to live and do business.

The Twitter-bombing won?t affect the ?Top States? ranking, but is intended win Iowa some national recognition. Each tweet containing the hashtag is also treated as a vote of support for the state, and the state with the most tweets will be declared the contest winner.

Iowa ranked ninth in last year?s Top States list, but came in first for the cost of doing business.

What slammed into Milky Way galaxy?

A mysterious wave discovered in the Milky Way suggests our galaxy is still ringing like a bell from a galactic collision, a crash that possibly occurred within the last 100 million years, scientists say.

Astronomers discovered that stars north and south of the midplane of the galaxy are distributed differently, suggesting that some recent event perturbed them. The most likely explanation is that a small satellite galaxy or clump of invisible dark matter plowed through the Milky Way, leaving behind the echoes that we see.

"Our part of the Milky Way is ringing like a bell," Brian Yanny, of the Fermi National Accelerator Laboratory (Fermilab) in Batavia, Ill., said in a statement. "But we have not been able to identify the celestial object that passed through the Milky Way. It could have been one of the small satellite galaxies that move around the center of our galaxy, or an invisible structure such as a dark matter halo."

The wave was discovered in data from the Sloan Digital Sky Survey, which has observed roughly 300,000 nearby Milky Way stars.

"We have found evidence that our Milky Way had an encounter with a small galaxy or massive dark matter structure perhaps as recently as 100 million years ago," said Larry Widrow, a professor at Queen?s University in Canada. "We clearly observe unexpected differences in the Milky Way?s stellar distribution above and below the Galaxy's midplane that have the appearance of a vertical wave ? something that nobody has seen before."

About 60 miniature "dwarf galaxies" have been discovered orbiting the Milky Way. Theory suggests that many invisible dark matter satellites also circle our galaxy, though these would be detectable only by their gravitational pull.

It's likely that one of these may have slammed into the Milky Way, though even that is not certain.

"The perturbation need not have been a single isolated event in the past, and it may even be ongoing," said Susan Gardner of the University of Kentucky. "Additional observations may well clarify its origin."

The research is detailed in a recent edition of the Astrophysical Journal Letters.

Food Network Canada TV host dies at age 29

Canadian celebrity chef?Anthony Sedlak, who hosted the Food Network Canada show "The Main," has died.?

The Toronto Sun newspaper on Monday?reported?that Sedlak, 29 years old, was found dead in his North Vancouver apartment on Friday evening.

"His unexpected and sudden death has devastated his family, friends and the culinary community," a press release said, without specifying the cause of death.

Sedlak won the Food Network's "Superstar Chef Challenge"?before going on to become a Canadian TV host.

"The Sedlak family thanks Anthony's fans and associates for all their love, devotion and condolences," the release added.

A private funeral will be held in Vancouver at a later date.

Extreme heat persists, but relief arriving Monday

CHICAGO (Reuters) - A blistering heat wave finally showed signs of letting up across the U.S. Midwest and Northeast on Sunday, with more moderate temperatures bringing relief to overheated residents from Chicago to New York, according to meteorologists.

"The massive high pressure area responsible for the dangerous and relentless heat from the Midwest to the South will soon shift its position enough to allow a breath of fresh air to roll in from central Canada," said Accuweather.com expert senior meteorologist Alex Sosnowski. "The core of the heat will settle farther west."

The temperature in Chicago, which saw three consecutive days of triple-digit temperatures in the past week, was a pleasant 77 degrees Fahrenheit (25 C) late Sunday morning, according to the National Weather Service

New York City and Philadelphia are expected to remain hot Sunday, although not quite as oppressive, according to Accuweather.com, with high temperatures in the lower 90s.

The blistering heat wave that affected much of the eastern two-thirds of the nation with triple-digit temperatures has tied or broken nearly 3,400 maximum and minimum temperature records across the country in July, according to the National Oceanic and Atmospheric Association.

More than two dozen people have died, including a four-month old Indiana girl who police say was left in a car outside her home in Greenfield, about 25 miles east of Indianapolis, for an extended period of time when temperatures were above 100 degrees (38 C).

Severe weather, including thunderstorms and damaging winds, are likely to accompany the cooler temperatures, forecasters said. Cities that could see thunderstorms Sunday include Baltimore and Washington, D.C.

The cool-off will be slower in the mid-Atlantic because the cold front from Canada moving slowly south, according to Accuweather.

High temperatures Sunday are still expected to top 100 degrees in Raleigh, North Carolina, and Richmond, Virginia.

Power outages continue to plague more than 150,000 customers, primarily in West Virginia. About 31,000 AEP Ohio customers remained without power as of Saturday evening, along with 3,000 Toledo Edison customers.

In West Virginia, where some people have been without power since violent storms hit more than a week ago, Appalachian Power said on its website that nearly 63,000 customers were still without electricity as of Saturday evening, along with over 20,500 customers in Virginia.

There were still 34,000 homes and businesses without power in FirstEnergy's West Virginia territory.

Japan Day 2010 : Manchester

The Japan Day is an event which introduces people in the north west of England to the Japanese culture. This event is held every two years. In 2010 it took place in Manchester and had 2246 visitors and 33 exhibitors related to Japanese themes.

The programme of that event included taiko drumming, kimono dressing, sushi making demonstration and martial arts such as kendo, aikido, tekauchi-ryu bitchuden and laido performance. Moreover there were raffle draw and demonstrations of traditional Japanese embroidery. Japanese food was sold at the event and the participants got the chance to try origami folding, calligraphy writing and see a sample of drawing work by a manga artist or could watch sample animes.

The event was complete success and introduced more people to the Japanese culture and increased the membership of the Japan Society North West.

#ACA: Five Health Insurance Talking Points ? The Crawdad Hole

Let me get right to the point: We need to start developing some talking points on The Affordable Care Act (ACA). I say this because in the wake of the Supreme Court ruling, I have encountered a proliferation of Obama supporters talking up the good sides of the health care bill (extended child benefit and the elimination of pre-existing conditions among them). In addition, political operatives are busy making the progressive equivalent of the ?welfare queen? talking point by calling people without health insurance ?freeloaders.?

These argument will make inroads if they are not met with clear, consistent opposition. We can?t afford to let them persuade people who already have insurance (the vast majority of Americans) that this will benefit everyone. It won?t. It will hurt everyone, one way or another, whether it?s the loss of employer-provided health care, the loss of health care freedoms, or difficulty transitioning upward in terms of class. In addition to highlighting these points, we need to make arguments about what?s good about the bill, and how these features can be kept while eliminating the mandate. Don?t underestimate the power of the Rogerian argument.

I?m not talking about the kind of talking points that you can find on Twitter, or that are coming from conservatives. Bless their allied hearts, but the rhetoric tends to be a bit?shrill. This is a job particularly suited to political independents like us. Once we nail these talking points, we can deploy them to persuade anyone up for grabs, or anyone who has doubts about the effectiveness of the structure of the bill. We might even be able to help some conservatives understand the need for making such clear points, instead of relying on linguistic shorthand like ObamaTax. Our clear-headed thinking could naturally resonate in the national conversation, but only if we take the risk and start talking to people, and are willing to confront true believers when we encounter them, especially if there is a larger audience around.

With this in mind, I?ve articulated five talking points you can use to inform people about the consequences of allowing the full bill to go into effect.

Talking point #1: Keeping your kids on your health insurance plan until they are 26 is a great idea.

Start with this Rogerian argument, which is disarming, about the talking point on the most popular part of the bill.? Keeping your kids on your health insurance in this economy if you can afford it is a great idea. The talking point is simple, and one the insurers themselves made when everybody and Obama thought the Supreme Court would overturn it: insurance companies will keep this feature no matter what happens to the bill. Why? Because it vastly increases the pool of potential clients with the means to pay for it. Young people can?t normally afford insurance, and they have little incentive to buy it even if they could. That issue is partially resolved by this change. Coverage for children up to 26 years of age is not going away, even with full repeal. In fact, that age might even be increased eventually. It?s a matter of health insurance policy, not federal law.

It?s also fair to point that a lot of young people don?t have parents who can afford to keep them on their insurance plan, and plenty of parents can?t afford their own plans themselves, so ask, what happens to them?

Talking point #2: Employer-provided insurance is going away.

It?s built into the bill. According to this Kaiser flowchart, the tax penalty for businesses with 50 or more employees, but less than 200 employees, is between $2,000 and $3,000 per year, per employee, minus 30. Considering that the median cost of providing an employee health insurance? is $10,000 a year to the employer (not counting employees? obligations, which is another $4,000), the math suggests that employers will save significant money if they just drop health insurance for all employees. The penalty increase, by the way, is a percentage indexed to the rise in insurance premiums, thus will never approach, let alone exceed the cost of the premium itself. The government?s own pamphlet (PDF) on penalties for employers does not mention any penalty at all for dropping health insurance altogether for businesses that employ more than 200 full-time workers.

So, to recap, if you?re employed by a small employer with less than 50 employees, you?re on your own. If you?re employed by a small employer with 50-200 employees, your employer will always save money by canceling your insurance. If you work for a big company with more than 200 employees, there appears to be no penalty for them dropping health insurance altogether. Don?t forget to point out that employers are unlikely to make up the gap in compensation with an increase in pay. Many people already distrust their employer, and this talking point will make sense to them as a result.

Talking point #3: You might keep your plan, but you won?t keep your choice.

This might seem the most difficult talking point to make, because this part of the bill has not gone into effect. But it?s actually pretty easy. All you need to know are the relevant portions of the bill, which are?Section 1311 (h)(1) subsection (B). This is the part of the law that requires all Americans to purchase ?qualified plans.? Choice goes away automatically with this piece, because sensible plans like catastrophic plans are banned. Furthermore, subsection (B) states:

[A qualified health plan may contract with] (B) a health care provider only if such provider implements such mechanisms to improve health care quality as the Secretary may by regulation require.

Bolding mine. So it will soon be the case that a qualified health insurance plan (which is now mandated for all Americans) may only contract, thus pay, a physician that accepts the regulations that the Health & Human Services department is now drafting for the quality of care of patients. No more deciding between this and that treatment unless you are willing to pay direct medical expenses to a doctor who does not accept any kind of insurance, and you?re willing to pay the tax penalty for noncompliance.? Your health care choices are thus curbed or eliminated, or your wallet takes a bigger hit, your choice. About 10% of Americans have enough economic security to make this choice, ftr. Did I mention those regulations are already up to 13,000 pages and they?re not done yet?

Talking #4: This bill makes upward mobility harder, especially for the working poor and working class.

Start by asking your target(s) if the idea of economic inequality resonates with them. Occupy Wall Street may be a whole lot of failure, but this idea did resonate in the national conversation, because the imbalance is more pronounced than at any point in living memory. If it does, proceed with this argument.

The working poor and working class already have far too many demands made on them by society as a whole, especially now with the economy as it is. Food and gas prices have risen dramatically, placing a greater burden on their meager wages. Even if they don?t have a tax burden when they file returns, they pay sales tax on everything they buy except for food. If they work, they need transportation. If they have kids, they have additional burdens. A telephone is not a luxury with crime rates what they are, especially in low income neighborhoods. They simply can?t afford a greater burden in the form of a thousands of dollars increase in what they?re paying out per year.

But even if they qualify for the tax credit, or are forced onto Medicaid (currently estimated at 18,000,000 people), which is unfair in and of itself, they will face the welfare paradox. For starters, the tax credit for health insurance will likely eliminate or replace their Earned Income Tax Credit, which the working poor and working class rely on to supplement their annual budgets. The poor themselves, working or not, will no longer be able to transition gradually up the class scale. They will need to jump from no pay or maintaining a low level of pay that allows them access to benefits (currently 133% of the appallingly low poverty line for Medicaid once the bill goes into full effect), or they must leap into the middle class in order to afford all the demands placed on their budgets while maintaining their current standard of living. The welfare paradox is already the largest contributing factor to inter-generational poverty, and the ACA exacerbates this problem. This hardly seems fair, and seems destined to increase economic inequality, not resolve it.

Talking point #5: What do you mean by freeloader?

We?ll end with the ?freeloader? talking points. It?s offensive on its face. The people who don?t have insurance today are largely without due to the fact that they can?t afford the overpriced product called health insurance. The people who can afford it, but won?t buy it are a tiny fraction, but they are the one?s this ?freeloader? talking point is designed to identify, then muddy the waters so that even people who can?t afford it are all lumped together with them. Even among those who can afford it, but don?t choose it, a coherent argument about cost effectiveness is in order. It makes no sense to pay thousands of dollars per year for coverage when out of pocket direct medical expenses per year may only average a few hundred dollars.

You can also flip the argument, though beware that the flip is equally offensive on its face, which is why I?ve saved it for last. You do risk alienating certain audiences with this talking point, so use it carefully. But if you think about it, the real freeloaders are those with pre-existing or expensive medical conditions as a result of their lifestyle choices. Divide that group of insurance clients with pre-existing conditions between those who ended where they are by what they did, and those born with conditions they had no hand in making. It?s shrewd, it?s calculating, but it?s also very real and potentially effective. Why should the young and healthy have to pay for the fact that someone else chose to smoke for 50 years, or ate fried foods and Twinkies until they wound up with diabetes, or contracted cervical cancer after a diagnosis of? HPV, a sexually transmitted disease. If you?ve taken good care of yourself, why is this your responsibility? Why are we all forced to pay for the healthcare of smokers, drinkers, drug addicts, food junkies, and the sexually promiscuous? Dare to ask these questions.

Audience

You may be wondering, who can be persuaded by these talking points? Who should I target? You?ll have to pick and choose among these diverse talking points based on your audience, but here are some suggestions. Your first audience should be the employed with access to health insurance. These are the people most likely to accept the bill without giving it much thought. People often assume the world they live in is reality, when in reality, there are about 8 different realities in America, depending on where you fall on the class scale. Also, target the young. They are the ones who will pay the highest price for this bill ultimately. Join the conversation wherever you see an Obama supporter disseminating information on the ACA. You aren?t targeting the Obama supporter, just the supporter?s audience. It?s okay to piss off the supporter, and the more you do, they more they are likely to mess up their talking points. Avoid getting angry yourself, however, as you are at the same risk.

Finally, talk to your working class friends or those you encounter, because the structure of this bill suggests their class is being targeted for elimination. If it goes into effect, we might not have much of a working class anymore as people are forced onto the welfare rolls. Working class people dread being forced into welfare; I can testify to this first hand. Some of them on the lower end of the spectrum only work because they know how awful welfare is, and how it changes how you are treated by the people you encounter in your daily life. These folks would likely have an easier time if they didn?t work, but they?d feel bad about themselves all the time and be treated with less respect than they are now, and they are already disrespected a lot by people of means who make unwarranted assumptions. Just ask Barbara Ehrenreich, who wrote Nickled and Dimed: On (Not) Getting by in America.
