She does this to enjoy the freedoms that boys enjoy but is too young to realize the minefield of gender that she has just walked into. That's where parents come in, as the movie smartly shows how parents help to shape their children's gender.

29 Chinese missing after militant attack in Sudan

BEIJING (AP) ? Militants apparently captured 29 Chinese workers after attacking a remote worksite in a volatile region of Sudan, and Sudanese forces were increasing security for Chinese projects and personnel there, China said Sunday.

China has close political and economic relations with Sudan, especially in the energy sector.

The Foreign Ministry in Beijing said the militants attacked Saturday and Sudanese forces launched a rescue mission Sunday in coordination with the Chinese embassy in Khartoum.

The Ministry's head of consular affairs met with the Sudanese ambassador in Beijing and "urged him to actively conduct rescue missions under the prerequisite of ensuring the safety of the Chinese personnel," the statement said.

In Khartoum, a Chinese embassy spokesman said the northern branch of the Sudan People's Liberation Movement announced that 29 Chinese workers had been captured in the attack. The spokesman, who asked not be identified, gave no other details and it wasn't clear if the militants had demanded conditions for their return.

Other details weren't given. The official Xinhua News Agency cited the state governor as saying the Sudan People's Liberation Movement attacked a road-building site in South Kordofan and seized the workers.

The Sudan People's Liberation Movement are a guerrilla force that has fought against Sudan's regime. Its members hail from a minority ethnic group now in control of much of South Sudan, which became the world's newest country only six months ago in a breakaway from Sudan.

Sudan has accused South Sudan of arming pro-South Sudan groups in South Kordofan. The government of South Sudan has called such accusations a smoke screen intended to justify a future invasion of the South.

China has sent large numbers of workers to potentially unstable regions such as Sudan and last year was forced to send ships and planes to help with the emergency evacuation of 30,000 of its citizens from the fighting in Libya.

China has consistently used its clout in diplomatic forums such as the United Nations to defend Sudan and its longtime leader Omar al-Bashir. In recent years, it has also sought to build good relations with leaders from the south, where most of Sudan's oil is located.

Chinese companies have also invested heavily in Sudanese oil production, along with companies India and elsewhere.

Boatright attorney blasts NCAA after probe (AP)

HARTFORD, Conn. ? A lawyer representing the mother of Connecticut guard Ryan Boatright says the family is considering legal options after the NCAA detailed its investigation into the freshman's eligibility.

The NCAA has cleared Boatright to play, but said Saturday he and his mother had accepted more than $8,000 in impermissible benefits from at least two people.

Attorney Scott Tompsett issued a statement Sunday calling the NCAA's news release false and misleading. He said the people providing the benefits were friends of the Boatright family and had "no expectation of repayment or reciprocation."

Boatright has missed nine games this season as a result of the investigation, including a six-game suspension to start the season, and is repaying $4,500 in benefits.

The 6-foot Boatright was back in uniform Sunday as UConn hosted Notre Dame.

Newt Gingrich Campaign Spars With Mitt Romney Surrogates (VIDEO)

ORLANDO, Fla. -- Walk to the back of any Newt Gingrich campaign event in Florida and you're likely to run into a few members of the U.S. House who are decidedly not backing the former speaker. In fact, they're all surrogates for Mitt Romney.

Reps. Charlie Bass (R-N.H.), Jason Chaffetz (R-Utah), Mary Bono Mack (R-Calif.) and Connie Mack (R-Fla.) have all been taking turns going around the state to Gingrich's events, available to talk to the media -- and any Gingrich backers who may recognize them.

But on at least three occasions, they have also gotten into skirmishes with Gingrich campaign spokesman R.C. Hammond.

It started on Thursday morning in Mount Dora, Fla., when Hammond confronted Chaffetz.

Chaffetz told The Huffington Post that Hammond came up to him with an audio recorder and started bombarding him with questions about whether he supported Freddie Mac and Fannie Mae.

"I am a citizen with questions. He is a congressman without answers," Hammond told The Huffington Post later in the day.

Hammond went at it again on Friday, asking Chaffetz if he wanted a seat on Gingrich's charter plane. When a reporter asked whether Hammond's tone to the congressman was appropriate, Hammond replied, "Sure. He's a citizen like everyone else. I think we're pointing out the fact that the Romney campaign is running scared. They're looking for any opportunity to distort."

It happened again on Saturday morning, this time with Connie Mack in Port St. Lucie. But this time, Mack was ready, according to the Washington Post, and "quickly began browbeating him about Gingrich's work for Freddie Mac, the federally backed mortgage giant that paid him $1.6 million for consulting work."

"Apparently, he's very sensitive about people asking questions about Newt Gingrich and his relationship with Freddie Mac. So he tries to intimidate us and bully us out of the way," Mack told The Huffington Post at Gingrich's Hispanic Town Hall in Orlando Saturday afternoon. "We're not doing anything different than what other campaigns are. Bracketing events is a normal thing. You know, you're in the business. But apparently he gets very sensitive about people asking questions about Newt Gingrich's relationship with Freddie Mac."

He added that it was a sign that the Gingrich campaign was getting "desperate."

"You can just tell this is a campaign in decline," he said.

Gingrich's Hispanic Town Hall was nearly empty. Roughly 60 seats out of the 480 seats at Centro de la Familia Cristiana were filled by attendees, according to an estimate by the Miami Herald.

Gingrich arrived 55 minutes late and then spoke for less than 10 minutes. Though the event was billed as a town hall, audience members were not allowed to stand up and ask questions. He did stick around to take photos and chat with attendees one-on-one, although he typically does that at every event.

Speaking to reporters afterward, Hammond said he thought turnout for the event was "very good," and he declined to say why Gingrich was late.

When asked whether Gingrich gave the green light to Hammond's confrontations with the Romney surrogates, Hammond replied, "He certainly hasn't discouraged it."

The following Gingrich event, the Orange County Liberty Counsel Forum at the Aloma Baptist Church in Winter Park, Fla., was much more filled out. The conservative audience gave Gingrich several standing ovations for his answers on defunding Planned Parenthood, moving the U.S. embassy in Israel to Jerusalem and opposing embryonic stem cell research.

Deficit focus questioned as answer to euro crisis (AP)

FRANKFURT, Germany ? Europe is getting tougher on government debt. After more than two years struggling to rescue financially shaky governments, leaders of the 17 countries that use the euro are ready to agree on a treaty that will force member countries to put deficit limits into their national laws.

At first glance, it seems logical ? after all, the crisis erupted after too many governments spent and borrowed too much for too long.

But a number of economists ? and some politicians ? say the focus on cutting deficits is misplaced and that more fundamental problems are being left unaddressed.

It's how the euro was set up in the first place, they say ? one currency, but multiple government budgets, economies moving at different speeds and no central treasury or borrowing authority to back them up.

Until those institutional flaws are tackled, the economists say, the euro will remain vulnerable. So far, Greece, Ireland and Portugal have turned to other eurozone governments and the International Monetary Fund for emergency funds to avoid defaulting on their debts.

Nonetheless, European leaders are pushing a new anti-debt treaty as the leading edge of their effort to reassure markets. European Union leaders hope to agree on the treaty's text at a meeting starting Monday, and sign it by March.

The proposed treaty pushes countries to limit "structural" deficits ? shortfalls not caused by ups and downs of the business cycle ? to a tight 0.5 percent of gross domestic product or face a fine. That comes on top of other recent EU legislation intended to tighten observance of the eurozone's limits: overall deficits of 3 percent of GDP and national debt of 60 percent of GDP.

European leaders are also urging countries to improve growth by reducing regulation and other barriers to business.

Yet economists like Jean Pisani-Ferry, director of the Bruegel think tank in Brussels, says it's striking that governments are focusing on budget rules, given Europe's earlier experience with them. An earlier set of rules were largely ignored at the behest of France and Germany in the first years after the euro's 1999 launch.

And some of the countries that now are in the deepest trouble ? such as Spain and bailed-out Ireland ? stayed well within the debt limit for years.

"This suggests that the simplistic view ? that a thorough enforcement of the rules would have prevented the crisis ? should be treated with caution," Pisani-Ferry wrote in a recent article for Bruegel.

Some European politicians are also voicing doubts about focusing primarily on deficits. They include new Italian Prime Minister Mario Monti, who has warned that growth is the real answer to shrinking debt in the long term. International Monetary Fund head Christine Lagarde has urged a broader approach. She calls for a willingness to share the burden of supporting banks and other financial risks so troubles in one country don't become a crisis for the entire currency bloc.

Here are four reasons for concern cited by economists ? but not yet on the summit agendas of the eurozone's leaders.

NO COMMON BORROWING: Without a central, pan-European treasury, there's no steady central source of support for eurozone countries that run into economic or financial trouble. Many economists say issuing jointly guaranteed "eurobonds" would make sure no one country would ever default and governments would always be able to borrow. Governments would give up some of their sovereignty, allowing review of their spending and borrowing plans, to get the money.

Pisani-Ferry argues that this would protect governments from the kind of self-fulfilling bond market panic fueled by fears of default, that pushed Greece, Ireland and Portugal over the edge.

Yet the idea of more collective responsibility remains unpopular in prosperous EU countries such as Germany, Finland and the Netherlands. They can borrow cheaply due to their strong finances and would likely pay more to borrow at the rate that includes the shaky ones.

Eurobonds would also likely require a time-consuming change to the European Union's basic treaty ? which currently bans members from assuming each other's debts. There would also have to be a mechanisms in place to stop countries with shoddy finances from borrowing too much.

Opponents say that's unrealistic. "If you have mutual debt responsibility, and freedom of each country to borrow, then each country can drive the eurozone into bankruptcy," said Kai Konrad, managing director of the Max Planck Institute for Tax Law and Public Finance in Munich.

BANK BAILOUTS: Europe currently has no safety mechanism that would stop a country from sinking under the weight of having to bail out banks based in that country.

At the moment, each country bears the brunt of rescuing its own banks. This can create serious problems in a crisis.

For example Ireland's loosely regulated banks borrowed heavily and loaned out money freely for speculative real estate projects. When the real estate market collapsed and the loans were not paid back, the Irish government had to step in to guarantee the bank's bonds ? and quickly went broke. Ireland had a very low debt level of only 25 percent of annual economic output in 2007. As bank losses moved to the government's balance sheet, by 2011 debt hit 106 percent of annual GDP. The country remains on EU-IMF life support.

Simon Tilford of the Centre for European Reform in London draws an analogy with U.S. insurer AIG, which was bailed out by the U.S. federal government in 2008. AIG was incorporated in the U.S. state of Delaware, yet Delaware did not go bankrupt handling the rescue. The central government stepped in.

TRADE IMBALANCES: Economists point out that gaps in how well countries compete and trade with one another have steadily widened since the euro was created.

Greece's current account deficit ? the broadest measure of trade ? is even worse than its budget deficit. It buys and borrows far more than it sells and earns abroad.

Normally trade imbalances are evened out by fluctuating exchange rates ? but that can't happen within the euro. Countries can improve their competitiveness by doing what Germany did in the 2000s ? cut labor costs to business by cutting general unemployment benefits. They can cut red tape and taxes. But that takes years.

Meanwhile, the region is also hampered by an inflexible pan-euro interest rate. Low interest rates ? set by the European Central Bank to see Germany and France through stagnation in the early 2000s ? were too low to control wage inflation and reckless borrowing in places like Greece and Ireland. Wage costs and debt levels rose. Competitiveness and exports declined, weakening the economy and undermining government finances.

CENTRAL BANK POWERS: Yet another structural issue is the limited power of the European Central Bank to support governments.

The bank resisted calls to buy larger amounts of government bonds. That resistance observes the spirit of the EU basic treaty, which forbids the central bank from financing governments.

But it's a constraint that central banks such as the U.S. Federal Reserve and the Bank of England don't have. They can buy up their country's debt, a move that can push down government borrowing costs and reassure markets the state will always pay its debts.

The ECB remains "a limited-purpose central bank," says Tilford.

He notes that Britain has more debt than Spain, 81 percent of GDP versus 67 percent, yet borrows at just over 2 percent annual interest for its 10-year bonds, while Spanish debt for the same period has a 5 percent-plus interest rate. One difference: markets know the Bank of England has the ability to support the government in a crisis by buying bonds and driving down interest rates.

Many of these issue were raised before the currency was launched in 1999, then got less attention.

Tilford says that "the tendency has been to say the currency union needs all these things but in practice it's not necessarily the case" so long as countries obey budget rules and manage their finances well.

"It's become harder to maintain that kind of argumentation now, given how bad things have got."

Friend says on 911 call Demi Moore was convulsing (AP)

LOS ANGELES ? Demi Moore smoked something before she was rushed to the hospital on Monday night and was convulsing and "semi-conscious, barely," according to a caller on a frantic 911 recording released Friday by Los Angeles fire officials.

The woman tells emergency operators that Moore, 49, had been "having issues lately."

"Is she breathing normal?" the operator asks.

"No, not so normal. More kind of shaking, convulsing, burning up," the friend says as she hurries to Moore's side, on the edge of panic.

The recording captures the 10 minutes it took paramedics to arrive as friends gather around the collapsed star and try to comfort her as she trembles and shakes.

Another woman is next to Moore as the dispatcher asks if she's responsive.

"Demi, can you hear me?" she asks. "Yes, she's squeezing hands. ... She can't speak."

When the operator asks what Moore ingested or smoked, the friend replies, but the answer was redacted.

"Some form of ... and then she smoked something. I didn't really see. She's been having some issues lately with some other stuff. So I don't know what she's been taking or not," the friend says.

The city attorney's office advised the fire department to redact details about medical conditions and substances to comply with federal medical privacy rules.

Asked if Moore took the substance intentionally or not, the woman says Moore ingested it on purpose but the reaction was accidental.

"Whatever she took, make sure you have it out for the paramedics," the operator says.

The operator asks the friend if this has happened before.

"I don't know," she says. "There's been some stuff recently that we're all just finding out."

Moore's publicist, Carrie Gordon, said previously that the actress sought professional help to treat her exhaustion and improve her health. She would not comment further on the emergency call or provide details about the nature or location of Moore's treatment.

The past few months have been rocky for Moore.

She released a statement in November announcing she had decided to end her marriage to fellow actor Ashton Kutcher, 33, following news of alleged infidelity. The two were known to publicly share their affection for one another via Twitter.

Moore still has a Twitter account under the name mrskutcher but has not posted any messages since Jan. 7.

During the call, the woman caller says the group of friends had turned Moore's head to the side and were holding her down. The dispatcher tells her not to hold her down but to wipe her mouth and nose and watch her closely until paramedics arrive.

"Make sure that we keep an airway open," the dispatcher says. "Even if she passes out completely, that's OK. Stay right with her."

The phone is passed around by four people, including a woman who gives directions to the gate and another who recounts details about what Moore smoked or ingested. Finally, the phone is given to a man named James, so one of the women can hold Moore's head.

There was some confusion at the beginning of the call. The emergency response was delayed by nearly two minutes as Los Angeles and Beverly Hills dispatchers sorted out which city had jurisdiction over the street where Moore lives.

As the call is transferred to Beverly Hills, the frantic woman at Moore's house raises her voice and said, "Why is an ambulance not on its way right now?"

"Ma'am, instead of arguing with me why an ambulance is not on the way, can you spell (the street name) for me?" the Beverly Hills dispatcher says.

Although the estate is located in the 90210 ZIP code above Benedict Canyon, the response was eventually handled by the Los Angeles Fire Department.

By the end of the call, Moore has improved.

"She seems to have calmed down now. She's speaking," the male caller told the operator.

Moore and Kutcher were wed in September 2005.

Kutcher became a stepfather to Moore's three daughters ? Rumer, Scout and Tallulah Belle ? from her 13-year marriage to actor Bruce Willis. Moore and Willis divorced in 2000 but remained friendly.

Moore and Kutcher created the DNA Foundation, also known as the Demi and Ashton Foundation, in 2010 to combat the organized sexual exploitation of girls around the globe. They later lent their support to the United Nations' efforts to fight human trafficking, a scourge the international organization estimates affects about 2.5 million people worldwide.

Moore can be seen on screen in the recent films "Margin Call" and "Another Happy Day." Kutcher replaced Charlie Sheen on TV's "Two and a Half Men" and is part of the ensemble film "New Year's Eve."

Report: Facebook IPO filing could come next week

LOS ANGELES (AP) ? Facebook could file regulatory papers as early as Wednesday for its highly anticipated initial public offering of stock, according to a newspaper report.

Facebook's expected launch as a publicly traded company is the most hotly anticipated tech IPO in more than a decade. It would vault it into the top ranks of the largest public companies in the world, on par with the likes of McDonald's Corp., Amazon.com Inc., Visa Inc. and Bank of America Corp.

The Wall Street Journal, citing unnamed people familiar with the matter, said Friday that the social-networking company could raise as much as $10 billion in an offering that would value the company at $75 billion to $100 billion.

Either measure would dwarf the $1.67 billion raised in Google's 2004 IPO. That offering gave Google a market value of $23 billion. Google is now worth $184 billion.

CEO and founder Mark Zuckerberg, 27, is already considered a billionaire because of shares traded on a closed market.

Facebook spokesman Larry Wu said the company will not comment on IPO-related speculation.

After filing its initial paperwork, a public offering usually takes three to four months.

BEIRUT?? Updated at 9:20 a.m. ET: At least 384 children have been killed during Syria's 10-month uprising and virtually the same number have been jailed, according to the United Nations Children's Fund (UNICEF).

Spokeswoman Marixie Mercado calls the situation for children in Syria "of the gravest concern to UNICEF."

"It is something the world should not ignore," she tells msnbc.com.

Syria has a legal obligation to protect children and uphold their rights according to international law.

Rima Salah, acting UNICEF deputy executive director, told reporters in Geneva earlier on Friday that as of Jan. 7, 384 children had been killed, most of them boys. About 380 children have been detained, some less than 14 years old.

UNICEF stresses that it has raised these concerns with the government of President Bashar Assad, with whom it has an ongoing relationship.

"Our office there is functioning well, we have a dialogue all the time with the government and civil society," Rima Salah, acting UNICEF deputy executive director, told reporters in Geneva earlier.

The U.N. says at least 5,400 have been killed in a monthslong Syrian government crackdown on civilian protests.

The U.N. Security Council was to discuss the crisis in Syria on Friday afternoon, French and other diplomats said.

Updated at 3:15 a.m. ET: Rami Abdul-Rahman, director of the British-based Syrian Observatory for Human Rights, describes the killings of at least 35 people in the city of Homs as a "terrifying massacre."

Videos posted online from activists showed the bodies of children wrapped in plastic bags lined up next to each other. Another video shows women and children with bloodied faces and clothes and in a house, with the narrator saying an entire family with its children had been "slaughtered."

The U.N. Security Council meets on Friday to discuss the next move on Syria and council envoys said members will be given a new Western-Arab draft resolution that supports the Arab League's call for President Bashar Assad to transfer his powers to his deputy.

The resolution calls for Assad's deputy to set up a unity government and prepare for elections after a ten-month crackdown.

The Security Council could vote as early as next week on the resolution, which diplomats from Britain and France are crafting in consultation with Qatar, Morocco, the United States, Germany and Portugal, envoys said. It replaces a Russian text that Western diplomats say is too weak.

The Observatory and the Local Coordination Committees, an umbrella group of activists, both said the death toll in Homs was at least 35, but the reports could not be confirmed. The groups cited a network of activists on the ground in Syria.

The Observatory said 29 people were killed in the religiously mixed Karm el-Zaytoun neighborhood of Homs on Thursday, including eight children, most of them when a building came under heavy mortar and machine gunfire.

Residents spoke of another massacre that took place when shabiha ? armed regime loyalists ? stormed the district, slaughtering residents in an apartment, including children.

"It's racial cleansing," said one resident of Karm el-Zaytoun, speaking on condition of anonymity for fear of reprisal. "They are killing people because of their sect," he said.

Published at 4:30 a.m. ET: Dozens of people were killed in a day of relentless violence in the restive Syrian city of Homs, two activist groups said on Friday.

Two activist groups said the death toll in Homs on Thursday was at least 35, but the reports could not be confirmed. Details about the bloodshed were only emerging Friday.

Witnesses on the ground told The Associated Press they were still gathering information but that the city was rocked by sectarian killings, gunfire and explosions for much of Thursday.

Many of the reported victims were inside a building in the Karm el-Zaytoun neighborhood, the AP reported. Activists say at least 22 civilians were killed in the building, including children.

Outside Syria's capital, suburbs look like war zone

The Local Coordination Committees said in an email sent to news media that a total of 65 people were killed in Syria Thursday.

"Among them were 10 children, 4 women and 8 defected military soldier, they were martyred on Thursday by the bullets of security forces and the heavy weaponry of the military," the email said.

The Syrian uprising against the Bashar Assad regime began last March with largely peaceful anti-government protests, but it has grown increasingly militarized in recent months.

Pats' Gronkowski absent from practice for 2nd day (AP)

FOXBOROUGH, Mass. ? Rob Gronkowski is absent from the New England Patriots' practice for the second straight day with an injured left ankle.

WIVB-TV in Buffalo reported that his father, Gordy Gronkowski, said he has a high ankle sprain. Rob Gronkowski attended Williamsville North High School in the Buffalo area. The station said his father expects him to be fine for the Super Bowl against the New York Giants on Feb. 5.

The Patriots have not disclosed the extent of the injury

The tight end was the only player missing at the start of Friday's practice while reporters were present.

Gronkowski, whose 17 touchdown catches set an NFL single-season record for tight ends, was injured late in the third quarter of Sunday's 23-20 AFC championship victory over the Baltimore Ravens.

Why Ron Paul is shivering in Maine instead of cavorting in Florida

The other three GOP presidential candidates are stumping in Florida ahead of the Jan. 31 primary, a winner-take-all-delegates affair. But not Ron Paul. Here's why he's up in Maine.

What?s Ron Paul up to? The other three GOP presidential candidates are focusing their efforts on Florida in advance of the Sunshine State?s Jan. 31 primary. But Mr. Paul is taking two days this week to go in the other direction. He?ll be in Maine, speaking at Colby College on Friday and the University of Maine?s Gorham campus on Saturday, among other possible appearances.

Why Maine? It?s no secret that Paul is giving Florida a pass, because ad time there is expensive and the state?s electorate skews older, which is not Paul?s best demographic. The Texas libertarian is focusing on caucus states such as Maine and Nevada, where his fervent supporters can more easily out-organize the competition.

But here?s something that has been little noticed in the press: Maine?s caucuses actually begin this weekend. So Paul may be pulling something of an end run about his rivals.

Yes, we know, if you look at the Maine Republican Party?s website, it lists Feb. 11 as the date officials will announce the results of a caucus presidential straw poll.

But if you scroll through the details, you?ll see that the party has established a window of Feb. 4-11 for Maine Republicans to caucus and vote for a presidential nominee and delegates to the state convention. And if you really squint and look at the fine print, you?ll note that the party faithful in some towns have ignored this guidance, and are meeting either before or after the February window.

Lincoln, Lowell, Burlington, Chester, Enfield, Winn, and Howland are holding their joint caucus on Saturday, for example. Millinocket?s is on Sunday (it?s at the Snowmobile Club). Castine?s is not until March 3.

We?re not the only commentator to have noticed this. Josh Putnam, a political scientist at Davidson College who specializes in the election process, discussed this development on his Frontloading HQ blog on Wednesday.

Maine?s situation ?is unique, but it isn?t unprecedented,? wrote Mr. Putnam. Caucus states sometimes spread out their process down at the precinct or county level.

?Now, which candidate will make a last minute trip up to Penobscot County before Saturday?? Putnam asked, rhetorically.

We can answer that, can?t we? It?s Paul.

Of course, the stakes are higher in Florida, a winner-take-all primary with a prize of 50 delegates, than Maine, where caucusgoers will select 24 delegates statewide and vote in a nonbinding presidential straw poll. That?s why Mitt Romney and Newt Gingrich are battling it out down south. We?re sure it has nothing to do with the weather in Miami versus in Penobscot County, where this time last year it was about 14 below. That?s so cold that when you talk outdoors adverbs freeze and fall to the ground before they can find their proper place in a sentence.

Calif. poised to vote on new 'clean car' regs

SAN FRANCISCO (AP) ? The head of California's air quality board is calling proposed rules that would require automakers to build less-polluting cars and trucks by 2025 a historic move for a cleaner environment.

A vote on the rules will come at a meeting that began Thursday of the California Air Resources Board.

Board Chairman Mary Nichols says she hopes the rules to require that vehicles emit about three-quarters less smog-producing pollutants will "lead the nation and the world."

The new standards, which also include big cuts in greenhouse gas pollutants, would begin with new cars sold in 2015, and get increasingly more stringent until 2025.

APNewsBreak: Army to cut combat brigades

WASHINGTON (AP) ? U.S. officials say the Army plans to slash its number of combat brigades from 45 to as low as 32, and broadly restructure its fighting force as part of the effort to cut the size of the service by about 80,000 soldiers.

Officials say the sweeping changes probably will increase the size of each combat brigade, generally by adding another battalion. Doing that would ensure the brigades have the capabilities they need to go to war. A brigade usually is about 3,500 soldiers, and a battalion usually is between 600-800 soldiers.

The cuts come as the Pentagon completes its 2013 fiscal year budget, which must reflect about $260 billion in savings over five years. Officials spoke on condition of anonymity because it has not yet been made public.

SANTA FE, N.M. (AP) ? Dozens of the same business and residential addresses were used repeatedly by people to obtain driver's licenses in New Mexico in a pattern that suggests fraud by immigrants trying to game the system, an Associated Press investigation has found.

In one instance, 48 foreign nationals claimed to live at a smoke shop in Albuquerque to get a license. In another case, more than a dozen claimed to live at an automotive repair shop over a one-year period. The scenario has been repeated at other addresses since New Mexico changed its law in 2003 to allow illegal immigrants to get the same driver's license as a U.S. citizen ? one of just two states allowing that.

Republican Gov. Susana Martinez is pressing the Legislature to scrap the law because of public safety concerns about widespread fraud. She contends New Mexico has become a magnet for out-of-state immigrants seeking a license, which can be used to board airplanes, conduct financial transactions or get another license in some other state. The governor's proposal will be considered by a legislative committee on Thursday.

Having an address in New Mexico is a critical part of getting a license. Applicants without a Social Security number must prove their identity with multiple documents such as a passport or notarized English translation of a foreign birth certificate. They also must show New Mexico residency with other documents, including property lease agreements, utility bills and bank statements. Of the more than 90,000 licenses issued so far to foreign nationals, it's impossible to know how many are illegal immigrants because the state doesn't ask a person's immigration status.

The AP analyzed license data since 2003 and found a striking pattern at addresses across the state that suggests the license system is being abused.

Seventeen people with different last names used a car repair shop's address in Albuquerque for licenses during nine months in 2007; only four additional licenses were issued to people using that same address in 2008 and 2009.

Thirty-one people listed a mobile home address in Albuquerque to obtain licenses over 29 months and sometimes the licenses came in quick succession. One a week was issued on average at that address during a two-month stretch at the end of 2008. But no additional licenses have been issued since then.

Those claiming the smoke shop address as their legal residence in New Mexico obtained licenses from May 2005 through 2010. Only two of the four dozen individuals had the same last name ? making it highly unlikely that they were part of the same family.

Critics say it's obvious what is happening.

"This is yet another sign of how New Mexico's driver's license has been compromised and is not secure," said Scott Darnell, a spokesman for Martinez. "When business addresses are being used as residential addresses by a large number of foreign nationals for the purpose of obtaining a driver's license, it's highly concerning and it points to the presence of fraud that has persisted in this program for some time."

Supporters of the current policy say the government can crack down on fraud without repealing the law and hurting immigrants who are working and raising families in New Mexico. They argue licenses bring a vital benefit to the state and make New Mexico a safer place.

"Many of these folks have U.S. citizen children who depend on their parents' ability to drive them around legally, be insured, register their vehicle, have an identification for purposes of picking up medication for their kids," said Marcela Diaz, executive director of Somos un Pueblo Unido, an immigrant rights group in Santa Fe. "These driver's licenses are a good thing not just for our community but a good thing for the state."

Diaz said Wednesday she viewed the AP analysis as evidence that fraud is a problem only in a small percentage of licenses going to immigrants.

The licensing patterns found by the AP don't conclusively prove fraud ? tenant turnover in rental property, for example, could account for some licenses. And there can be legitimate reasons for multiple licenses to be issued at the same address. Fifty-six licenses went to an address in Alamogordo that state officials say is housing at Holloman Air Force Base used by foreign military personnel stationed there.

But the broader pattern raised enough questions for the Martinez administration to send investigators to knock on doors and check on dozens of addresses that were used repeatedly for licenses.

Investigators found at least one person at an address with "first-hand knowledge" that the location had been used purposely to help immigrants get driver's licenses, according to Darnell. That case is still open.

In another instance, investigators couldn't find an Albuquerque area address used by 17 people for licenses. The closest location to the fictitious address was a scrap yard, which had no home on the property.

New Mexico and Washington are the only states that allow illegal immigrants to obtain a driver's license. Utah grants immigrants a special driving permit that cannot be used as identification.

In New Mexico, repeal of the immigrant license issue became a hot-button political topic when Martinez ? a former prosecutor ? made it a centerpiece of her 2010 campaign for governor and it remains an emotional issue in this year's legislative session.

The AP requested the license data to try to determine whether there was evidence to back up Martinez administration claims of fraud in the immigrant license system.

There are 170 addresses in New Mexico at which 10 or more licenses have been issued to different foreign nationals from 2003 through August 2011, according to the AP analysis. The addresses account for 2,662 licenses ? representing nearly 3 percent of the total issued to foreign nationals during that period. Those are licenses issued to individuals for the first time and do not include renewals.

Albuquerque, the state's largest city, accounts for most of those addresses but others are scattered across the state in communities from Santa Fe and Portales to Farmington and Gallup.

Topping the list was a case familiar to investigators and prosecutors. The state granted 66 licenses to foreign nationals who used the residential address of an Albuquerque woman from 2004 to 2009. She's is in prison after pleading guilty in 2010 to felonies for providing fraudulent residency documents to illegal immigrants to obtain driver licenses. All of those licenses have been canceled.

An aging computer system does not permit the Motor Vehicle Division to detect automatically when multiple licenses are issued at the same address, agency officials say. However, the state has beefed up its scrutiny of applications from foreign nationals.

Since May 2008, agency investigators review all applications for possible fraud and criminal charges have been brought in what state officials describe as organized fraud rings that obtained driver's licenses for foreign nationals from China, Poland, Mexico and other countries.

Martinez points to those abuses as a reason why New Mexico should no longer issue licenses to illegal immigrants. But her proposal failed last year in the Senate after passing the House. Democrats hold majorities in both chambers.

Despite rejecting a Martinez-backed measure, the Senate approved what Democratic leaders called a compromise. It would have toughened penalties for license fraud, required fingerprinting of immigrants applying for licenses and canceled all previously issued licenses to foreign nationals who didn't renew them within two years. The governor opposed the alternative proposal, however.

Giffords, who has spent the past year recovering from a failed assassin?s bullet, announced on Sunday that she will resign from the House this week in order to concentrate on her rehabilitation. She is expected to attend the president?s State of the Union address Tuesday night and to be on the floor for Wednesday?s vote before submitting her resignation.

The bill, which would apply anti-smuggling laws to ultralight aircraft now used by traffickers to move illegal drugs across the U.S.-Mexican border, was introduced last night by Rep. Jeff Flake (R-Ariz.) with Giffords as the primary cosponsor. The House passed the legislation in the last Congress, but it died in the Senate.

The Senate then passed it last year, but that measure was blocked in the House with a ?blue slip? ? which means it was objected to on the grounds that the Constitution prohibits a bill containing tax provisions from originating in the Senate.

So, Flake, who has been working with Giffords? aides to get it into law this year, introduced a fresh version with his colleague. Mark Kelly, Giffords?s husband, spoke with Cantor recently about trying to get the bill to the floor for a vote.

Sen. Tom Udall (D-N.M.) is working to get quick approval of the new House bill in the Senate so that it can be sent to the White House.

WASHINGTON (AP) ? Newt Gingrich called rival Mitt Romney a "terrible historian" but flubbed his own history in Congress on Monday night when he claimed the nation ran four consecutive budget surpluses during his time as House speaker. Romney attacked Gingrich's financial links to Freddie Mac while ignoring his own.

The accusations were fast out of the gate in the latest Republican presidential debate, and reality got tromped in the process.

A look at some of claims and how they compare with the facts:

GINGRICH: "When I was speaker, we had four consecutive balanced budgets."

THE FACTS: Actually, two.

The four straight years of budget surpluses were 1998 through 2001. Gingrich left Congress in 1999, so he only had a hand in surpluses for his last two years. The budget ran deficits for his first two years as speaker.

The highest surplus of that four-year string came in budget year 2000, after Gingrich was out of office.

Overall, the national debt went up during the four years Gingrich was speaker. In January 1995, when he assumed the leadership position, the gross national debt was $4.8 trillion. When he left four years later, it was $5.6 trillion, an increase of $800 billion.

ROMNEY: "I don't think we can possibly retake the White House if the person who's leading our party is the person who was working for the chief lobbyist of Freddie Mac. Freddie Mac was paying Speaker Gingrich $1.6 million at the same time Freddie Mac was costing the people of Florida millions upon millions of dollars."

THE FACTS: While going after Gingrich forcefully on the issue, Romney did not mention his own earnings from the government-backed lender and its sister entity, Fannie Mae, which came to light in his most recent financial disclosure report.

The report shows he has as much as $500,000 invested in the two lenders. GOP presidential hopefuls almost across the board have blamed the two institutions for contributing to the housing crisis that helped to drag the nation into recession. Among Romney's ties: a mutual fund worth up to $500,000 that includes assets from both lenders among other government income, and separate investments in each of the lenders in Romney's individual retirement account, each worth between $100,000 and $250,000.

Romney campaign officials said Monday the investments were handled by a trustee with no direction by the candidate.

The incident hardly fazed Autullo, who treated himself by taking a few Advil before finishing his nailing work. Afterward, he?put in an eight-hour shift of work at his job as a plow driver. It wasn't until Thursday that a strong headache sent him to his doctor, who discovered the nail via?X-ray.

Doctors removed the part of Autullo's skull which held the nail in a procedure that took about two hours.?Amazingly, Autullo does not appear to have lost any?brain function as a result of his injury. Doctors believe that complications are unlikely to develop.

Mitt Romney's Tax Filings Mean Nothing to the 2012 Presidential Campaign (ContributorNetwork)

COMMENTARY | As reported by Reuters, Mitt Romney has bowed to pressure by Newt Gingrich and released his 2010-2011 tax filings. The filings reveal that the former Massachusetts governor had income of $45 million and paid taxes on that totaling $6.7 million.

Gingrich made the claims that Mitt was hiding his income and attempted to paint him as someone out of touch with main street America. Yet the governor's forced release of his tax information showed none of this. His largest source of income is held in blind trust which he has no control over, and he is about as in touch with the everyday American as any other politician. Can Gingrich name a presidential candidate in history that went from working at McDonald's to the White House? All candidates are millionaires whose typical employment is either as a lawyer, CEO, or a career politician.

Since Gingrich brought the issues of tax filings into the campaign, let us take a look at his 2010 filing as shown on his website and see how it compares to Romney's return. Gingrich made $3,162,424 in income for the year yet only had $127,290 withheld for Federal Taxes and a total tax liability of $996,251 for the year putting his taxes at about 32 percent. This is offset some by a carry-forward of a tax credit from last year of $485,860. Where did this tax credit come from? To ask the same thing that Gingrich is asking Mitt, is Gingrich trying to hide something from last year that gave him a tax refund of at least $485,860? The filing goes on to say that Gingrich gave only a little over $81,000 to charity. That's only a meager 4 percent as compared an estimated 15 percent that Romney gave in donations. I say these things with a touch of sarcasm to illustrate the point that this tit-for-tat is pointless.

Overall, this really should not be an issue for the Republicans. As the well known writer, Napoleon Hill said, "Great achievement is usually born of great sacrifice, and is never the result of selfishness."

We are the party of achievement. We celebrate success. We praise those that provide for their family and their descendants. Yet here Gingrich is, waving the Democrats' banner for them. He is trying to make people hate Romney for no other reason than he has money. We as the voter need to demand that Gingrich and the rest of the GOP candidates focus the campaign on one thing and one thing only, beating Obama and the Democrats. Nitpicking each other over how much money that person has or if that person has a Swiss bank account or not is only making it easier for the Democrats.
